Please join us at the Santa Rosa city council chambers on Tuesday, May 5th to speak up in support of the proposed council resolution endorsing the Employee Free Choice Act (EFCA).
The council meeting starts at 4:00 PM. This item is 11.7, which will be up around 5:00 PM, if everything goes on schedule. You should get there by 4:30 PM to sign a speaker’s card if you want to address this issue.
We anticipate that the council will pass this resolution, which will mean that the two largest governmental entities in the county will have passed a resolution in favor of the Employee Free Choice Act in the last few weeks. This will stand as a powerful statement for the only federal level elected official who has not yet endorsed the Employee Free Choice Act, Dianne Feinstein.
There is broad public support for this measure, which will help to restore the balance between workers and corporations, and help the U.S. heal its broken economic system by restoring the dwindling middle class.

11.7 REPORT — EMPLOYEE FREE CHOICE ACT (EFCA)
BACKGROUND: The Employee Free Choice Act (EFCA) is bipartisan legislation currently under consideration in the US Senate. The legislation would require the US National Labor Relations Board to certify a union as the exclusive representative of employees where the “majority of the employees in a unit appropriate for bargaining has signed valid authorizations”. The EFCA would not impact the City’s bargaining process, since governments are exempt from the National Labor Relations Board provisions. This legislation is outside of the legislative priorities and principles previously adopted by Council and therefore needs full Council action prior to sending a resolution of letter of support. RECOMMENDATION: This legislation does not impact the City of Santa Rosa and therefore is a matter of Council discretion.
